A First Glance
Chiyo is one of the main characters of Azumanga Daioh, if not the main main character. She's a ten-year-old high school student who lands herself in the psychotic Yukari-sensei's homeroom. During her three years of high school, Chiyo makes many friends - namely Sakaki, Osaka, Yomi, Kagura, and Tomo. But even after graduation, Chiyo sees that she and her friends will be together forever.
A Little More Indepth
Chiyo is an extremely polite and very mature girl. She's good with cooking (she makes her own boxed lunches), and just about everything else. Well, except tongue twisers. She's really bad with those, but she's extremely cute while doing them, nonetheless.
Chiyo is usually the voice of reason or sense, but not in a patronizing or annoying manner. Her words of wisdom are usually ignored by crazily unabashed personalities like Tomo, or super dense but lovable personalities like Osaka. A lot of the funniest moments in Azumanga Daioh come from these instances. (I.e., Osaka's "pikanya".)
Because of Chiyo's extreme cuteness and polite personality, and also her size, she's often put in difficult situations (usually via Tomo or Yukari-sensei). She's really not a very athletic girl, either. Her greatest fear is also riding in Yukari-sensei's car. The girl seriously has post-traumatic stress disorder.

Friendship
If I had to say, I think Sakaki ends up having the best relationship with Chiyo. I think their friendship is really great for Sakaki, considering she's the easily misunderstood "cool" girl who really loves cute things and never really had a friend, and here's Chiyo... a really cute thing. They make a really great match. They're both quite reserved, and the "Maaya arc" is just adorable. And after all, Chiyo could end up looking like Sakaki in a few years!

Now, who has the worst relationship with Chiyo? Hah... I'd have to say Tomo. But it's not as though the two hate each other. It's just Tomo has a way of getting on Chiyo's nerves. I think Tomo has that talent with a lot of people. =P (But not me. I love Tomo.)
